This Resolution, as amended, was adopted
by the Legislature at their meeting on Tues. Oct. 16, 2002.

RE: REQUESTING THE COUNTY EXECUTIVE
TO ESTABLISH AN EASTERN DUTCHESS COUNTY SERVICES CENTER
AT THE COUNTY INFIRMARY SITE AND TO ASSESS THE
RECREATIONAL POSSIBILITIES FOR TOWN RESIDENTS ON SAID PROPERTY

Legislators FETTES, KENDALL, KELLY, and MESERVE offer the following and
move its adoption:

WHEREAS, Dutchess County has been considering the future use of the former
Dutchess County Infirmary site, and

WHEREAS, the Ad Hoc Millbrook lnfirmary Subcommittee in its Interim Report
states, "as for the Infirmary, the County should retain ownership," and

WHEREAS, the Town of Washington Town Board believes that an appropriate use
of this site is for a Central County Office Facility, and

WHEREAS, the Town of Washington has expressed interest in leasing or
purchasing some acreage for recreational uses, and

WHEREAS, the Dutchess County Legislature continually supports providing county
wide services to the residents in the Eastern portion of the county, and

WHEREAS, the Dutchess County Legislature concurs with the Town of
Washington with reference to the use of the Dutchess County Infirmary property, and [DELETED]

WHEREAS, the Dutchess County Legislature understands the concerns raised by
the Commissioner of Mental Hygiene in regard to the working condition of its employees and clients, and

WHEREAS, the Dutchess County Legislature is hereby willing to advise the
Dutchess County Executive to provide newer, larger, renovated space to the current
county departments operating at the Dutchess County Infirmary property, now, therefore, be it

RESOLVED, that the Dutchess County legislature requests the County Executive to
implement a renovation and construction project as stated in the feasibility study
except as limited hereafter
and to maintain the current offered services and such other county services as
deemed appropriate
on said Infirmary property, and, be it further

RESOLVED, that the County Executive is hereby requested, if necessary, to lease
suitable property to hold and service the current County departments while
said renovation and construction project can be completed, and, be it further

RESOLVED, that County departments, if housed temporarily in leased
facilities,
be moved back to the newly renovated Millbrook property to be
known as the Eastern Dutchess County Services Center with a
time frame of not to exceed five years, and, be it further

RESOLVED, that existing structures be used to their maximum extent possible,
if not immediately used, but proven by a structural engineer or P. E. to
be structurally sound, be preserved for possible future use.
and, be it further

RESOLVED, that any development of the site be consistent with the
Greenway Connections, in scope and scales, and, be it further

RESOLVED, that the Dutchess County Legislature concurs with the summary
in Commissioner Akeley's study of Eastern Dutchess Service Center
that the Infirmary site has the most potential development of the
three sites mentioned in the report, and, be it further

RESOLVED, that any other land be kept as open space.
